usa 129 21 jul utc

    I had a clear view of usa 129 thru a good starfield just below mag +4.43 HD 194317 HP 100587 SAO 69950 at 
    
    03:28:50.13 UTC 21 july.
    the pass pos_obs appears to be 20h 24m 23.6s +32 11 42
    IOD obsentry is
    
    24680 96 072A   2101 G 20000721032850130 56 10 2024236+321142 69 S+050 05       
    
    sat arrived 5 to 7 seconds earlier and somewhat lower el than expected trak based on mccants' 202 ep tle.  the above IOD is in format 1 (but as for the MX uncertainty I am not confident that I input the value that correctly expresses MX??).  the ra / dec is epoch of date.  the mag seemed +5 or brighter in the above 5 deg binoc fov, but seemed to fade at least 1 mag to ~+6 several seconds time NE after this position.
