    I am unable to resolve the timing problem in Paul Gabriel's observations.
    Perhaps further observations will enable some of the data to be salvaged.
    
    The remaining data from myself and Jim Nix is insufficient to derive a
    significantly better orbit, because it covers too short an arc. The data will
    become useful when additional observations become available.
    
    For now, I recommend using the following provisional elset, with an allowance
    of several minutes in time.
