I derived this update using observations by myself, Paul Gabriel, Jim Nix,
Alberto Rango, Peter Wakelin and Mike Waterman, during the period 2001 Jul 09 -
    12 UTC:

    USA 129 15.0 3.0 0.0 5.1 v
    1 24680U 96072A 01193.17032986 .00029829 00000-0 41375-3 0 00
    2 24680 97.9365 254.8870 0502874 148.9247 214.3032 14.77496090 08

Mean residuals are about 0.01 deg.

I decided not to wait for additional obs, because this is likely to be the only
time I have to perform an update prior to tomorrow night.
