SPACETRACK predicts in a (preliminary) FINAL REPORT issued 
10 July, 11:10 UTC the decay on
     10 July, 13:36 UTC +/- 03 hours descending over 04°S, 45.3°E
My forecast based on the ELSETs 08192.290... and 08192.351...
(SFX 66, Ap 010) shows the decay on
     10 July, 13:32 UTC +/- 11 minutes also descending over
     17.28°N, 70.45°E (Indian Ocean).
