    Hi Kevin,

Thanks for providing these video's on such short notice!

They make it clear that this object was moving towards perigee during this
pass and also that it is the same object as you saw on July 6th.

Starting with Mike's search orbit (
    http://www.satobs.org/seesat/Jul-2013/0066.html) and fitting the 99209
positions from today, 99208 ones from July 6 (
    http://www.satobs.org/seesat/Jul-2013/0054.html) and the 99300 positions
    from April 4 (http://satobs.org/seesat/Apr-2013/0030.html)

I get this orbit, which is a reasonable fit (0.2 deg residuals over 3
    months):
    Unknown 130404
    1 99208U 13594A 13187.18666234 .00000000 00000-0 34449-2 0 03
    2 99208 20.1098 288.7963 6272008 143.5892 216.5501 3.69034792 03

This orbit has a 200 km perigee, so most likely is not stable. This makes
it hard to make predictions over long periods of time, so we should try to
    observe it a bit more.

Also, it is still possible that there are other orbital solutions to your
observations; I'll try to do a brute force search at some point.

    Regards,
        Cees
