    It looks like the 99211 object may be related to the SBIRS GEO 2 launch.
    
    The pre-launch elements computed by Ted Molczan
    (http://www.satobs.org/seesat/Mar-2013/0144.html) require only a small
    change in the RA of the ascending node and argument of perigee to fit
    the observations well.
    
    Propagating Ted's 73201 elset with int3 to July 25th and fitting for
    mean anomaly, RA of the ascending node and argument of perigee give
    this search orbit:
    1 99211U 13706A   13206.31683328  .00000000  00000-0  00000-0 0    08
    2 99211  21.9351 267.2118 7281359 274.9871 150.9287  2.29453795    03
