it has been a while since i've used my scripts but now - X where 'X' is the 
number of days past is what i use...

looking at my update script, i have

 
/basicspacedata/query/class/tle_latest/ORDINAL/1/EPOCH/now-%RTVDAYS/orderby/NORAD_CAT_ID/format3le

the key part being EPOCH/now-%RTVDAYS where %RTVDAYS contains the number of days 
i'm digging for...

the above all coming from a .BAT file that executes wget on my OS2(!!!) box... i 
have the same exact type thing on my *nix boxen, too... you should be able to 
use it from any winwhatever box or even in the manual GUI url thing on 
space-track's site...
