Of course you need a / before 3le.
And I recommend this format :
.../basicspacedata/query/class/tle_latest/ordinal/1/epoch/<1965-11-01/orderby/NORAD_CAT_ID/emptyresult/show/format/3le

Perhaps appropriate :
.../query/class/tle_latest/ORDINAL/1/EPOCH/1965-02-28--1965-11-01/orderby/NORAD_CAT_ID/emptyresult/show/format/3le
