ST OBS July 17, 2016: MUOS 5 change in primary flash period

Hi All

I made a short period of visual observation of MUOS 5 on July 17th 
through intermittent cloud.

During that time the period of the primary flash period was noted to now 
be ~1200 seconds (double what it was), the time it spends flaring up is 
also twice as long...

Here's one positional obs for the record.
