R: Orbit from José Ruiz Gomez' observations

Hi Bjorn and José.

here is the result of my obs of IGS 02 20160718 made this morning at 4641 (south of Italy).
Following your elset 162000.1598 , I had a predicted culmination 02:14:25 37°/072°.
Nice sat almost steady + 4.5 just before culmination. Flashing F'ff,  4.5(6.5)(6.5)->I after
culmination , period 2.09 seconds average of 34 major flashes.

It was early about 2 min 05 sec.

José continues to observe this object, from the orbits I have computed from some of his (difficult) photos. I used only some of his July photos 
this time - see below.
The entire period from May 22 has not produced any surprises, and the 2s flasher has been found many times. But ElObsEnt.exe still wouldn't converge on longer intervals.
Call the object what you wish - it was very close to the evolution of Mike's last elset 15223. CalSky had a (predicted decay) elset 2-3 months later. Anyway this is still some real object.
