USA 224 was observed passing close to predictions based on the second of Ted's
elsets, elset 99992:

It was about 21.4 seconds early on that elset and 0.4 degrees off-track.

Combining my observations with the recovery observations by Kevin Fetter, and
rejecting one of his 3 observations that appears to be an outlier, I get this
preliminary orbit:
