The following updated elset is based on observations by Leo Barhorst and Marco
Langbroek over the past 3 days:

USA 276 383 x 412 km

rms 0.007 from 17 observations 13.09 Jul - 15.08 Jul UT

There is some evidence for manoeuvering around the July 13 encounter similar to
what happened near the June 3 encounter with ISS, but due to the lack of
observations in the days before the encounter, I hesitate to call that a 100%
certainty as it mostly hinges on just one TLE determination, which can be faulty.
