New launch attempt NROL-199 starting August 2

These two warnings relate to two different events.

The first (2058/22) matches the previous NRO L-199 warnings regarding the areas covered, but the time seems to have shifted. The earlier ones ran 21:15 - 01:45 daily . This covers 03:00 - 07:30, a similar 4.5 hr period. It seems the launch window has been shifted by 5.75 hrs.

The second warning 2063/22 is for a different time of day and covers five daily launch opportunities rather than the fourteen days of the other one. It originates from Russia and was first flagged via an aviation NOTAM on Jul 23 but with one difference in that the aviation version opens at 07:30.

My first thought was of something re-entering from ISS but the ISS ground track doesn't match it for the time period.

It fits something leaving Plesetsk at about 65° inclination using a north-easterly departure direction. Other recent Plesetsk launches have used a south-easterly azimuth. 

It's consistent with an intermediate rocket stage being used to place a Fregat + payload stack into LEO but it could equally be a test flight.

I have been unable to identify what launch or payload might belong to.
