Obtaining time fixes from a sound file

Measuring times from sound files should be easy and accurate.  I do a lot
of natural history sound recording particularly in deriving spectral and
temporal frequencies in frog calls.  It should be easy to attain a precision
of 0.01 sec from the sound file, the accuracy dependent on the ability to
locate the start of the uttrance (or beep or whatever).
