When I posted a complete satellite list a few weeks ago, I mentioned it was
more accurate than Sat. Sit. Rept. because it did not drop digits from large
apogees the way SSR did.  

I got in touch with NASA and was just told that they are making the program
change needed to fix their data base.  That should be taken care of in the
very near future.

Now if we can get them to add the notes indicating which elements are months
or years old, that resulting confusion can also be avoided.

It would also help if it was noted when default RCS, rather than measured RCS,
was being used.
