Iridium 71 - no flare

According to IRIDFLAR a flare of magnitude -8 from Iridium 71 should
have been visible on 16 June at 00:17:44 from a location at 46.1317N
9.0250E (this is in southern Switzerland).

Nothing was observed. Could Ir 71 be manoeuvering?
