OIG and looking for an observer in north Germany

Hello All,
I got this message from a Web page visitor. I wonder if there are any
observers in northern Germany who would be willing to contact him and maybe
give an interview?

I would also like to take this opportunity to apologise for the
dissappearance of the GSOC web pages over the weekend. The server went down
on Friday afternoon and was not started again until Monday morning. We are
still trying to find the cause of the problem.

I would also like to comment on the problem of obtaining elsets from OIG. I
just read Phillip Clarke's rather disturbing message that NASA have asked
him not to distribute the data to third parties. It was my intention to
approach OIG and ask for super user status for GSOC. I think that, as a
government space agency, we would have a good chance of being granted this
status, and we would then have made the Elsets available to the public via
FTP and/or the Web. However, it sounds like NASA would not approve of such a
scheme which is exactly what Phillip was doing. I will still try to get the
status because we need a source of data for our prediction pages, but I
think we will have to keep it to ourselves. I have not yet made any attempt
to contact OIG.
