1.  Could a Mirror site be established at:
ftp.satellite.eu.org/pub/sat/mirrors/

2. Although I'm sure that OIG operates 24 hours a day, the main strain on
their resources would probably occur during their normal working day: 08:00 to
17:00 EDT  (12:00 to 21:00 UT) Monday through Friday.  It would probably be a
good idea to avoid that time peroid during the initial "probationary" period.
