Obs Iri 10 Double Flare

Hi all,
        Tonight Jun 24 local times (+10UT):

At 18:37:45 saw going west to east & disappearing 600 up 10 secs later,
GPS 2-19 Rocket1, brighter than mag. 3.1 est. from GSOC, my estimate
mag. 1 or brighter, as spotted out of corner of my eye while waiting for
Iridium 10.

Flared to mag. -6 as predicted with following element set below, max.
flare  80 below Alpha Cent., then dropped back to mag 3 or 4 before
flaring again to mag -3 next to Alpha Tri. Aust. about 10 secs later.
Can anyone tell me why a double flare occured like this.
