Stephen,
This is Jim Varney's little joke.  He is creating elsets
for GPS birds (like 90088A below) from the unclassified
state vectors and giving them a 'C' classification
(C=Classified, U=Unclassified).  The source of your elsets
obviously obtained the GPS elsets from Jim at
http://www.softcom.net/users/jamesv/gps/gps.html
and not from some classified source.

Except for the name, the elset below agrees with Jim's file:
gps1006.tle
to the last decimal place.
