Milstar 3 observation

I observed Milstar 3 using Ted's latest elset:

This elset was approximately 30 seconds late.

It was not seen in 10x50mm's before shadow ingress (3900 km).
It was an easy binocular object after egress (3000 km).

The sat was observed with a 4 inch refractor to pass just north
of 7 Lib and then into shadow.  Unfortunately, I did not continue
my observation to see if anything brighter followed.

The position at 07-Jun-1999 07:46:53 UT (+/- 1 second)
was within 10 arc minutes of 14h49m -14:00 (2000).
Observed at: 122.074074 W, 37.940315 N, altitude 24 meters.
