At the risk of furthering off-topic posts, but in light of
the recent and ongoing discussions regarding classification
of elsets, I thought the article below might be of interest
to some of you.  The web site mentioned is at:

   http://www.nssg.gov/  (National Security Study Group)

I have been unable to reach this site and so cannot comment
on its content or possible relevance to VSO-related issues.

I suspect that this discussion should be moved to UseSat-L.
