AYAME (ECS 1 r): Once again

In respect to Tonys, Jays and Mikes messages to this topic let me clarify the
problem that I see:
AYAME 1 was launched on Feb 6, 1979. NORAD registered only one object # 11261
1979-009A. More then 20 years later SpaceCom "discovered" # 25776  1979 - 009B!
But the well known "official" R.A.E. TABLES OF EARTH SATELLITES noticed since
nearly 20 years an object 1979-009B (1.74 x 1.65 m) with all orbital datas (a 
transfer orbit)!!
Had NORAD in Feb 1979 overlooked the rocket body?
Who delivered the orbital data that you can find in the TABLES or are they only 
prelaunch figures that the  R.A.E people fed in their TABLES and don't correct 
later this observational unverified procedure? Personally I don't believe that
R.A.E. shows without early tracking evidence over the years an object 1979-009B! 
I looks more like a quality problem in NORAD/SpaceComs surveillance work or 
maintenance of their Satellite Catalogue.
