It means the inclination is 34.5 degrees.  Thus its northernmost latitude is
34.5 degrees north and similarly southernmost point 34.5 degrees south.

One way to visualize the effect of the inclination is to plot the ground
tracks of various inclination objects in a program like STSPlus or Traksat.
