    Perhaps the Progress cargo ships, etc, fall into option 2 - though the 
    atmospheric drag removal takes place in a lot less than 25 years, more 
    like 30 minutes - with option 1 referring to going up and returning the 
    spacecraft with a shuttle or whatever.
