RE: NOAA-17 Elset

Ron Lee's elset yields the correct plane (RAAN) at launch, but it is
about 15 min early. 

I suggest the following elset, derived from NOAA 16's elements about 8
hours after it was launched:

1 70000U          02176.10040685  .00000200  00000-0  11164-3 0    19
2 70000  98.7886 242.6421 0009705 275.1802 115.0094 14.10880075    40

Prediction time should be accurate to within a few minutes during the
first 24 hours following launch.

The above epoch assumes launch on 2002 Jun 24 at 18:22 UTC, which is the
start of the 10 min launch window.

The orbit will be visible soon after evening twilight at mid-northern
latitudes.
