ykchia posted more obs on his unid satellite.

The following elset seems to match reasonably well:

1 99991U          03167.53901620 0.00000000  00000-0  00000-0 0    03
2 99991  40.0376 305.0000 1284726  94.0528 175.9472  1.00274000    04

Of course there is quite a bit of uncertainty in the elements.

It is interesting that the elset for IUE is similar and has not
been updated in a while:

2 10637  39.5198  46.4163 1557417 111.7244 265.6123  1.00079698 44540

But the ascending node is off 100 degrees.
