There is some confusion about the debris source: Cosmos 2238 - 1993-018A (#22585) a RORSAT is not the possible candidate. The decay occured on 08 December 1994. The last released ELSET - 94342.80998250 shows a MM of 16.5167... This is very near the decay generally no more then one rev away. With MPM+REENTRY and this ELSET + SFX 78, ap 13 I show an upper limit for the reentry: 08 December 1994, 21:35 UTC +/- 06 minutes (19.67°N, 225.14°E) descending over the Pacific. We have no crossings over Mexico +/- 02 revs around the last epoch (19:27 UTC). Later something more about other possible decayers.
