reversed id by spacetrack, for Anik F1 and Anik F1R ?

According to space track

Anik F1 is 26624
Anik F1R is 28868

But the following graphic

Shows Anik F1 as between Anik F1R and Anik F2. But spacetrack data shows Anik F1R, between Anik F1 and Anik F2.

So a mix up ?
