    The Planet-C spacecraft "should" be able to be observed, depending on 
    the intrinsic brightness of the object and your telescope/CCD equipment. 
    Use the JPL Solar System Dynamics Horizons application:
    
    http://ssd.jpl.nasa.gov/?horizons
    
    to generate the specific observational circumstances for your location. 
    Then it's simply a matter of taking lots of images and finding the 
    object that moves...
