RE: USA 186 search elements

It has come to my attention that the blank international designation field of my search TLEs can cause some prediction
programs to overlook them. I have no information on specific programs that may be affected, but from here on, I will
include a dummy international designation, and I have modified the USA 186 search TLEs that issued yesterday
accordingly:

I began using pseudo catalogue numbers for search TLEs in 2000, to make it less likely that they will be mistakenly
included in historical archives of TLEs based on observation.
