Updated USA 186 elements

Paul Maley observed USA 186 (05042A / 28888) last night.

I reduced the following three points from video frames, using ObsReduce.

Paul's site co-ordinates are 33.8117 N, 111.9524 W, 659 m. Site ID number 9802 is provisional.

Paul's observations of June 08 and last night yield the following elements:

My June 08 analysis had the perigee near 282 km. The 259 km perigee of the present result is not much greater than that
of the pre-manoeuvre orbit,

Despite the small residuals, the orbit remains a bit uncertain. I suspect the argument of perigee may be several degrees
too high. The rate of decay could be off. Additional observations within the next several days would yield a more
confident result.
