According to alldat.tle as of 980313, and Skymap,
Russell's unknown 9900000 044817.53 105421+413736 6.4 6.4 0 S
should have been the Viking ;-)> rocket debris:

2 17116 99.1123 25.9010 0060619 294.5063 64.9830 14.44028229590001
appearing about 044828 according to prediction, on a track parallell
to the Meteor rocket [7502302 044917.08 110138+382953 6.1 6.1 0 S]
but in the opposite direction.
