I don't have a time for the El Paso event but there are no obvious
candidates. My SatEvo decay list #16 had two decays around that date:

 23888   86- 17 KG  Mir deb                           October  3.9
 16982   86- 73 B   NOAA 10 deb                       October  4.3

The final published elsets for these were:
Mir deb KG                                       243 x 233 km

In both cases, these are more than a day before the calculated decay
times, so the uncertainties in the latter are probably 6 - 8 hours.
