Ok folks, I finally have to ask my stupid question of the month.

Are the many reports that appear like this POSITIONAL reports?
Or is there more than meets the eye here.  Are flares and flashing
satellites being reported in this format.  If these are anything
besides positional (and maybe brightness) reports, then I am 
missing something.
