1998-008E (25166) Delta R/B

In its final report - prepared Mar 16, 15:54 UTC - SpaceCom shows the decay at
                        Mar 16, 06:40 UTC +/- 02 hours (50.2°N, 82.2°E)
This is on an ascending pass near the russian - mongolian border.

With the last ELSET  -99075.0806... - MPM shows a decay on the same orbit but
12 minutes erlier at    Mar 16, 06:18 UTC +/- 44 minutes (01.1°S, 19.8°E)

This is nearly identical with my yesterday predictions.
