Max flash during the transition/phase shift period was
at 02:56:34.9 UT on 20 Mar 99.  Actual phase shift using
previous methods may have been one half period later...
but I assume the time listed is close enough.

Obs location Falcon, CO USA using 7x50 binoculars

For those unfamiliar..this is a geosynchronous satellite (actually
supersynchronous) that flashes to naked eye magnitudes for a short
period.
