Delta IV / DSCS 3 Transfer Orbit TLE

Here's my 'guess' at the GEO transfer orbit TLE for an on-time launch at 23:42 on March 10, 2003.

It's based on information from the websites provided by Kevin Fetter earlier last week and adjusted for the launch slip.  Looks like there may be a small opportunity for visual sighting of the payload/upper stage in south-eastern Africa shortly after injection into the transfer orbit.
