Hi Tony,

Unknown 99991 seems to be one NOSS 2-2 (C) or NOSS 2-2 (D). It moves
in the same direction with the same speed as this pair of satellites
(and have a 8th magnitude too). The offset from ephemeris is about -80
and -70 seconds respectively.
