Looking at the text in the article one would think that the first orbital refuelling was by the United States in 2007: two satellites were launched together, separated and then redocked. Not very impressive. The first orbital refuelling, of course, was when Progress 1 transferred propellant to the (separately-launched) Salyut 6 orbital station in early 1978. Presumably for US advertising Soviet/Russian "firsts" don't count.
