NOTES:
------
1) Scott Tilley's Molniya unknown [99168/14560A] from March 1st is the
   same object I saw on February 21st [99096/14552E]. Both arcs
   constrained the orbit quite well, allowing me to look for it
   earlier this evening while the object was descending from its
   apogee. It appears to vary regularly in brightness, possibly
   indicating it is a rocket.
