The last operational GPS satellite to use PRN26 was SVN26, which was removed from the active GPS constellation on day-of-year 006 (6 January 2015). It was supposed to have been boosted out of the GPS orbit ring at 19:10 UTC on 12 January. But perhaps there were subsequent manoeuvrings. As typically happens when satellite orbits are significantly adjusted, JspOC loses track of them for a while. Another example is Galileo 6, whose orbit is being adjusted to make the satellite usable after initial injection into the wrong orbit.
