I made a mistake about the location of my friend.
When observing USA 186, he wasn't in Meudon tonight but in Caen see hereafter :

Hence my post is to be modified :

---

13 March 2016 :
From a picture of 2 second duration taken using a wide angle of 28 mm on a Canon EOS 6D

19h47m52.0 s UTC  ; perfect appulse with star in TRI of sp. K mag 6.9 : TYC 2308-2170-1 (above Alpha TRI)  R.A. 1h58m59.0 ; Dec +31°12'39.3"
Hence : height: 28.4°, Azimut 286.1°.

A short flash began occurring 1 second to 1.5 second later.

My friend observed the pass too at mag 2.5 visually and noted :
" 19:47:57 TU about 10° below alpha PER, making a brief white flash of mag 0.
Hence a culmination at about h: 43°."
Location of Caen :  49.1953 N , 0.3786 W .
