Updated elements, NOSS 3-8 (NROL-79)

The following updated elements are based on observations by Leo Barhorst, Paul
Camilleri and Marco Langbroek:

The two objects are still manouevering. As a result of manoeuvres the past day,
the distance between the two payloads has stopped increasing and is now
decreasing again.

This is happening a few days earlier than was the case for NOSS 3-7 in 2015, and
the maximum distance between the payloads has been only half that of the latter.

At epoch time of the elsets above, the distance between the payloads was 172 km.
Over the coming days it will likely be decreasing.

Most of the manoeuvering is done by the A component, but the B component is
manoeuvering as well. Over the past 8.6 days, the difference in Mean Motion (and
hence orbital period) between the two payloads has been decreasing. At this
moment, the orbital period of the trailing A component is becoming shorter, of
the leading B component it is becoming longer (hence, they are moving towards
each other now).
