I primarily use a bash script (for linux) to get the full catalog from
space-track.org, classfd.tle and inttles.tle from Mike McCants, as
well as cubesat TLEs from CalPoly. This script stores timestamped
copies of some of these files to create an archive of TLEs, and
collates all of them in a single master catalog that I use for my
satellite observing. The script is part of sattools and is available
at https://github.com/cbassa/sattools/blob/master/tleupdate

A python port of this script (thanks Pierros Papadeas and Chris Keuthe
for contributing) is also available as part of stvid:
https://github.com/cbassa/stvid/blob/master/update_tle.py. This python
tool may also work under windows, but I have never tried it.

For dealing with TLEs I have a custom tool called tleinfo that I use
heavily to query the master catalog for all sorts of information.
That's also part of sattools:
