Object #23861 = 96- 28 B (Progress M-31 R) was 4s and 34s early with 
respect to the two predicted elements in my previous posting.

The final OIG element is:
96- 28 B
1 23861U 96028B   96129.28730381  .42948064  12817-4  21910-3 0   238
2 23861  51.6247 322.6694 0001881 107.1946 253.0489 16.55155268   493
which is 63 sec early against the same SatEvo evolution.

I calculate that it decayed at about May 8.32.
