These elsets should be slightly more predictive for a 1900 UT launch.
I use a rule of thumb for heavy payloads: A satellite in the target
orbit would pass 1 degree W of the launch pad 4 minutes after launch.

Europe should see it exit shadow at about 42 N, 5h 56 m after launch,
or 44 N, 6h 02m after launch respectively.

I am building a new web page ~b_gimle/lostfoun.htm  where my
investigations, speculations, and links to other discussions
about KH 11 orbits etc.are being added.

Now, I am checking the first single pass observations in April
by me and Rainer Kracht, that do not agree with current orbits.

A preliminary result are:

1. It is possible for my first Apr.10 observation to be of
   an object in a typical KH 11 orbit.

2. An orbit, with the same apogee height as the 23728 orbit,
   and reaching its apogee on Apr.13 at 20:53 UT - which is
   when 23728 reached its apogee - is also possible.

3. However, an orbit matching my observation is about 4 degrees
   west of the 23728 orbit, which would need a very large cross-
   track impulse to obtain.

4. An orbit matching my observation is also about 4 degrees west
   of the estimated 22251 orbit, if it wasn't maneuvred more than
   KH 11-8 during our winter.

5. My current speculation is that USA 86 is the object now tracked.
   The object observed on Apr.10 was USA 116, at 400 km altitude
   29 E, 64 N at 21:58 UT.
