The final (so far) OIG elset for this is:

This is 341 seconds early with respect to the corresponding prediction
in my previous posting, but no more than might be expected given the
large change in period (from 103 to 93 minutes) over the intervening ten
orbits.

Decay probably occurred earlier than I anticipated - possibly near a
perigee at April 30.22 (05:20 UTC) or more likely around the following
perigee at about April 30.28 (06:43 UTC).
