New decayers: #24813 and #24814

The launch of Telstar 5 via a Proton rocket on Saturday has left two
objects in decaying LEO, presumably the upper stage of the Proton and a
platform (can someone correct me?). Both objects are observable from
northern latitudes.

The latest elsets from OIG are:

#24813, the rocket, will be the slowest to decay. A SatEvo evolution
satisfies the latest six elsets with a mean error of 0.05 sec (max 0.09
sec) and leads to decay on May 31.

#24814, the "platform"?, should decay at about May 27.1. My evolution
satisfies the latest five elsets with a mean error of 0.03 sec 
(max 0.12 sec).
