If the Mean Motion of Ted Molczan's elset is essentially correct,
the average ndot2 over this entire period must be either .00002550
or .00000688.
If the Mean Motion of Pierre's elset is also correct, it has
increased from 14.54541260 to 14.54850398, which gives the
average ndot2 = 0.00000666.
Thus, the "+0.2" elset above is consistent in Epoch, Mean Motion,
ndot2 and B*, with the latest Molczan elset, and earlier elsets
from 1996, and observations around day 97144 that may be the base
for Pierre's.
The "+0.2" elset gives a track 0.26 degrees East of Pierre's,
and the "+1.2" elset about 0.41 degrees East, so a crosstrack
error appears when using those two. I propose using Pierre's
elset with ndot2 and B* from the "+0.2" elset, which might be
useful over a longer timespan :

You may want to try to change Mean Motion to 14.54860298
if the old MM and this ndot2 are correct.
